Joyce was born November 28, 1962, in Philadelphia, PA to Heyward and Elizabeth (Parks) Butler. She graduated from Overbrook Senior High School in 1980 and the University of Mary Washington in 2015. On September 30, 1992, she married Franklin D. Washington in Virginia Beach, VA. They were an active-duty military family in the United States Navy and lived in: Catania (Sicily) Italy, St. Mary County, Maryland and returned to Virginia Beach, VA where they retired from active-duty service. The couple settled in Spotsylvania, VA in 2003 and attained a lovely permanent home for their family.

Joyce was a strong, ambitious, intelligent, loving and caring parent who believed in service to the Lord and others. She volunteered to service as a wartime ombudsman. Joyce dedicated her life to helping others and to be the best person she could be possible. Known as Momma Washington—she was quick with a smile, a story, a meal, and advice.
